Why Approvals Matter Before You Buy or Build

The single most common reason a property transaction in Chennai becomes complicated — or collapses entirely — is an approval problem. A plot in an unapproved layout cannot get a building plan sanction. A building constructed without an approved plan cannot get bank financing. A completed structure without a completion certificate creates problems during resale and for obtaining utility connections.

Approval-related issues are difficult to fix after the fact. Verifying approval status before purchase, and obtaining the correct approvals before construction, is always far simpler and less costly than trying to regularise a non-compliant property later.

At Swathy Associates, we assist clients with CMDA and DTCP approval verification, layout approval checks, building plan sanction applications, and completion certificate assistance for properties across Ambattur, Avadi, Padi, Mogappair, Thirumangalam, and surrounding areas of North Chennai.

CMDA vs DTCP — What is the Difference?

The Chennai Metropolitan Development Authority (CMDA) is the planning authority responsible for regulating development within the Chennai Metropolitan Area (CMA). This covers Chennai city and the surrounding areas including Ambattur, Avadi, Padi, Mogappair, Anna Nagar, Villivakkam, Kolathur, Madhavaram, and a large number of surrounding localities.

The Directorate of Town and Country Planning (DTCP) is a state-level authority that regulates development outside the CMA — including many semi-urban and rural areas further from Chennai's core.

For properties in areas within the CMA, layout and building plan approvals must come from CMDA. For areas outside the CMA, DTCP approval is the relevant authority. Some Panchayat areas have their own local body approvals. We identify which authority applies to your specific property and guide you accordingly.

Services We Provide

Layout Approval Verification

Before buying a plot, we verify whether the layout has received valid CMDA or DTCP approval. This includes checking the approval order number, the approved layout plan, and whether the specific plot you intend to buy falls within the approved portion of the layout. Unapproved or partially approved layouts carry serious risks.

Building Plan Sanction Application

We assist property owners in preparing and submitting building plan sanction applications to CMDA or the relevant local body. This includes verifying setback requirements, FSI (Floor Space Index) limits, height restrictions, and other development regulations applicable to the specific zone and plot. A correctly prepared application reduces the likelihood of rejection or queries from the authority.

Regularisation Assistance

For structures built without approved plans, there are government regularisation schemes that allow certain constructions to be brought into compliance. We assess whether a property qualifies for regularisation and assist with the application process where applicable.

Completion Certificate Application

After construction is completed in accordance with the approved plan, we assist with the completion certificate application. The completion certificate confirms that the building was constructed as per the approved plan and is required for obtaining utility connections and for future sale or bank financing.

Change of Land Use

When agricultural land is converted to non-agricultural use for development purposes, a change of land use (CLU) application must be filed. We assist landowners with this process where applicable.

Frequently Asked Questions

What is the difference between CMDA and DTCP approval?
CMDA (Chennai Metropolitan Development Authority) regulates development within the Chennai Metropolitan Area (CMA), which covers Chennai city and surrounding areas including Ambattur, Avadi, and nearby municipalities. DTCP (Directorate of Town and Country Planning) regulates areas outside the CMA — including many semi-urban and rural areas around Chennai. Which authority applies depends on the specific location of the property.
Is CMDA approval necessary for buying a plot?
For any layout within the Chennai Metropolitan Area, the layout should have CMDA approval. Buying a plot in an unapproved layout creates significant problems — you cannot obtain a building plan sanction, banks will not finance construction, and future resale becomes difficult. We verify the CMDA approval status of a layout as part of the due diligence process before purchase.
Can I build on a plot without CMDA or DTCP approved building plan?
Constructing without an approved building plan is technically illegal and creates serious risks. The structure may be classified as unauthorised, you may not be able to obtain a completion certificate, banks will not finance the property, and it may be difficult to sell in the future. In some cases, unauthorised structures are subject to demolition orders. Always obtain building plan sanction before commencing construction.
How long does building plan approval take?
The timeline varies depending on the authority (CMDA, DTCP, or local body), the type of construction, and whether all documents are in order. For a standard residential building plan, approval can take anywhere from a few weeks to a few months. Incomplete applications or additional queries from the authority extend the timeline. We prepare complete applications to minimise delays.
What is a completion certificate and do I need one?
A completion certificate is issued by the relevant authority after construction is completed, confirming that the building has been constructed in accordance with the approved plan. It is required for obtaining an electricity connection, water connection, and occupancy certificate. Banks also require the completion certificate before releasing the full home loan amount. We assist with the completion certificate application after construction.
